What is different about Tasmania
At 28c a unit Tasmania sits 7th of 8 on retail price, but it has one of the highest feed-in tariffs in the country at 9.3c, so exported power is worth something real here in a way it is not in most of Australia. It gets the least sun of the 8 at 4 peak hours a day, so the same array generates less than it would further north.

Time of use suits a household that can genuinely move load and is out during the peak window. It punishes a household that is home in the evening and cannot shift anything. With a battery covering the evening peak it usually wins. Without one, in Tasmania, it is a close call and worth modelling on your own bill rather than taking a rule of thumb.
